Thirty Times Wider, Six Times Narrower

Quotes are absolute and live in cents. Spreads and market-maker economics are proportional and live in basis points. Joining a share price to the June 2026 Rule 605 files of six wholesalers, the half spread rises thirtyfold in cents from the cheapest price band to the priciest and falls more than sixfold in basis points. Half of retail share volume trades below $10, where the quote sits on the one-cent floor and clients keep 40% of the available spread rather than 60%. The half-penny increment adopted in 2024 is now deferred to November 2027, so this is the baseline measurement of the uniform grid.

Retail execution is measured twice over. Across 65.5 billion shares and 12,643 symbols we can fit a size elasticity of -0.78, compute a Gini of 0.878 on price improvement dollars, and show that the share of the available spread returned to the client falls from 73% on small orders to 34% on large ones. None of that analysis can be built for adviser algorithmic flow, because Rule 605 still excludes not-held orders after the 2024 overhaul and the public Rule 606 report is held-only by schema.

What the Rule 611 Comment File Actually Cites

The comment file on rescinding the trade-through rule closed on August 17. We downloaded every record the SEC hosts and counted, per letter, which provisions of Regulation NMS it names. Rule 611 appears in 95 percent of substantive letters and Rule 610(e) in 75 percent. Rule 610(c) appears in 23 percent. Rule 610(d), the fee-transparency requirement that went live in February and was never deferred, appears once, in pre-2024 numbering. The full 172-row table is published.

The Access Fee Cap Is Not a Ceiling. It Is the Price.

Thirteen of the seventeen US lit exchanges we can price charge exactly $0.0030 to remove displayed liquidity. The legal maximum is $0.0030. IEX alone prices below the cap at $0.0024. Three venues do not charge to take at all: NYSE National charges nothing, and Cboe BYX and Nasdaq Texas pay you a rebate. Meanwhile the amendment cutting the cap by two thirds has been deferred twice, now to November 2027, and 23 of 45 ATSs disclose no rate at all.

Two funds track the same index. In the median week VOO sends 57% of its volume to dealers off-exchange while SPY sends 20%. Across 34 ETFs the tape splits 61% lit, 26% non-ATS off-exchange and 13% ATS, so only about an eighth ever touches a dark pool. What Nasdaq Is Buying: LeveL Markets in the Data

An exchange operator is buying the third-largest dark pool five weeks before the comment file closes on rescinding Rule 611. The volume is the obvious part: $2.15 trillion, 7.99 percent of all ATS notional, 12,918 symbols. The reason to pay for it is the stability. LeveL holds the steadiest market share in the field apart from one captive bank pool, and unlike that pool it is broker-neutral, which makes the flow a distribution network an exchange cannot build by filing a rule.
